France Beats New Zealand, AGAIN!!!

Why does this happen? How can France continually upset the "Best Team in the World"?

Simple: They play the percentages...that work against NZ.

Percentage rugby dictates that you kick for position, pinning the opposition in their end, and look for a turnover.

Do that to the All Blacks, and they'll run back a 100m try. Except in the World Cup, where percentage Rugby wins championships, because the Kiwis always choke.

In that sense, Oregon has decided to play the percentages when it comes to health care COSTS and the sharing portion with INSURANCE. (Capitalize for emphasis...)

Will this plan lose to NZ, or win a World Cup?

My Guess: World Cup.
