Historically, Argentina has struggled against Rugby "Powerhouses." Ergo, is Argentina's "Loss Runs" an indication of their future?

Clearly, Argentina is improving. But, if Argentina was a business, an insurance company would be wary of it's prospects. This is the same language as "pre-existing condition" or "major claims in the past."
